[Milsurplus] Coding

Good guess, but that's not the issue.

I'm trying to reverse engineer the ART-4 unit. I've traced the thing and
know how it actually works, BUT according to the capacitor marked values
it cannot possibly work. Things are wrong by 100x, at least.

Hence my various questions.
