Ah...the ham station was using a TBL and an AN/SRR-13.

The odd thing is, there's a very obscure website :-) that has
this information for pre-1941:

At that time NDW was assigned to Cape Hatteras, NC.  There is
no indication of a USN coast station at Treasure Island.

Stations like San Francisco/Mare Island (NPG), Norfolk (NAM),
and Annapolis (NSS) kept the same call signs at least into the
1980s, but I guess NDW got reassigned.
