The basic rust conversion process as I understand it (I'm an EE not a chem guy) is using phosphoric acid to convert iron oxide into iron phosphate. I grew up in commercial fishing where rust was a constant battle. We knocked off big chunks of rust and sprayed phosphoric acid on what remained. It turned the rust black with a whitish fringe. Then we painted. We used red lead paint back in the day but now its banned. The legal paints don't work as well but they are OK. Zinc rich paints sold as "cold galvanizing paint" are good. Nothing tests rust treatment more harshly than ocean going vessels.
A product called Corroseal combines the paint and phosphoric acid. It works very well. It is cheaper than stuff aimed at the auto market. They have a website.
