[Milsurplus] "Rust Converting" Paint- Good? Bad?

For what is worth I have a 40 foot trailer that I purchased as a basic frame and built up for hauling Beech 18s and other aircraft. The frame had a coating of rust and I used the rust conversion coating directly to the evenly rusted steel. The conversion coating is still holding up well after 20+ years and three rounds of new wood decking. 

It certainly doesn't give you a showroom finish but it has held up great over time for my utilitarian needs. 

Of course the trailer and I are from California so what do we know about rust?
