Your panel-box marked 314M-1 is the early Collins commercial model number
for the navy type-23270 and -23270-A "Remote Control Unit" (not sure what
a "C Control Console" would be!) for the TCS-series.
The other panel with the telephone-style rotary dial looks a lot like the
one found in the center section of the large US Navy TCB-series of Collins
ten-channel auto-tune transmitters (500 pounds, but only about 100 watts!).
It isn't one, exactly, but perhaps it's some kind of variant for remote
control of a Collins transmitter similar to the TCB. (There was a short
article on the TCB in a 1996 Electric Radio.) IN any event, that unit is
of course not associated with the TCS-series.
