It is a TS-32/TRC-1.  Test oscillator used with the AN/TRC-1
series of radio relay sets.  The tuning cap should have a little
bakelite disc labeled from 70 to 100, which is the output frequency
in megacycles.  There also should be a power cord coming from the
hole in the lower right.
