I use LOGSA frequently, as much of my collection is stuff that is recent enough for manuals to be hosted there. I just downloaded a HMMWV operator's manual a moment ago to verify it's working.

Yes, many seemingly-silly things are restricted, and you can't download those without an appropriate account (which I do not have, and do not qualify for). There's probably not much incentive for them to bother reclassifying decades-obsolete manuals that may happen to be in their system with restricted classifications, and older stuff that was out of service before they started digitizing manuals will probably never appear there. LOGSA isn't much use for somebody collecting older gear, but is very helpful for folks with newer stuff.
