Seems like for a Heising modulator maybe it would work even better,
if you had a suitable device, just to have a transistor connected in
a constant-current mode.  In a Heising modulator the idea is that
the modulator tube takes more or less current away from the RF
amplifier, so if you had a constant-current source that would seem to
fill the bill.
