Try Google/Wiki or better join the Vintage-Military-RADAR Yahoo Group.
It's a very clever WW II VHF/HF encrypted, aircraft navigation system,
whereby aircraft could navigate back to a carrier or airstrip. It used a
VHF to BCB down converter and, typically, an ARB receiver.
The eBay item is a frequency meter for setting the thing up daily.
