Insane, but it keeps their "Delivered On Time" stats looking great!

As a new State employee, I received my first 6 months' paychecks via guaranteed overnight delivery ("On time or it's free!") every month. The State only had to pay for one of them. Fortunately, my landlord was also a retired State employee: we had a running bet over my rent check being on time, hihi!
