Statistics can be deceptive. Often purposely so. The web site you refer to
is the per capita tax burden.

If a state like MA has lots of moochers, that pay little to no tax, the
state number is artifically depressed. And MA is unquestionable a moocher
magnet.

A better measure would be the median tax burden.

To make an honest comparison, you have to take demographics into account.
