I don't recall that, maybe it was the rustoleum for plastics?

I don't follow the instructions anyway...  I clean with solvent, heat the 
item, put on one coat of primer, bake, then put on four to seven coats of 
paint, sometimes baking between them, usually not.  I don't wait the thirty 
minutes or a day between coats either, a coat every five minutes or so 
works, then bake it all.
