I like to get rid of the bulk of the oil first. I carefully 
drill 2 small holes in the base - one each end - then stand 
the capacitor on it's end and let the oil drain. A lot 
easier to desolder as the oil is not absorbing the heat.

When drilling the hole,  I place a sleeve over the drill bit 
allowing only short section of the drill bit to penetrate 
into the can.

These holes can be left as is - they are on the underside 
out of sight - or they can be filled over with solder.
