Once the panel is truly clean, I've had good luck with the old 
terrycloth wash cloth and gloss black paint approach plus elbow grease.  
It's sort of like spit shining your shoes.  After you've gone over any 
silk screened lettering, use a Q tip with some paint thinner on it to 
remove the wet black paint just in the vicinity of the white letters.  
Seems to come out fine - I have one example shown at 
http://aafradio.org/countermeasures/APA-6.jpg if you're wondering how 
well it works.  A lot has to do with the original paint condition - you 
obviously can't replace wrinkles that are worn off or chipped paint with 
this approach, but it's probably worth a shot to see how well it will 
match the rest of the transmitter.
