They are contracting office codes:

NObsr = Navy (N), Bureau of Ships (Obs), on behalf of the Radio division (r)
NXsr    = Navy (N), Bureau of Supplies and Accounts (Xs), on behalf of 
the Radio division (r)

The Army system after 1935 was a little more straightforward, merely 
listing the location of the contracting office, like Phila or NY.
