[Milsurplus] WTB: ART-13 Hand Crank and Calibration Book

Does the crank really exist? Is there an example on this Earth?  I've never heard mention of this item on any list; only in the manuals themselves.
 Although if one did exist Mike H.  or Mike M. would have it!
