[Milsurplus] Black Wrinkle Touchup... again

AB5S pioneered a technique of using silly putty on an adjacent "good" 
section of wrinkle and pressing it on a *partially* cured dab of wrinkle 
paint.  Timing is a bit touchy, but with a little practice beforehand to 
gauge paint consistency after a few minutes of cross-linking, it has 
worked fine for me.  It helps to have the surface above 80°F so that the 
VHT can provide a bit of final wrinkling.
