Ralph, crank up that spirit of adventure and experimentation!  I seem to 
recall hams going to extraordinary lengths to tone down TVI in their war 
surplus transmitters, and the same shielding and bypassing techniques 
will work admirably...   A scope will help track down noise on input or 
output lines, and that may be all you need to treat unless the supply is 
very open construction.  In that case you'll have to use some shielding 
approaches.  Anyway it might be a way to salvage that investment.
