Hi Clete,
I don't know what happened to my prompt reply to Ralph's original post.
The letters he quotes match up perfectly with the General Service Code
that was devised in the Civil War era for wig-wag flag signaling.

dash, 2 = dot.
I since found 1904 a reference to the US Navy using the General Service
Code for radio communications. I had always assumed that all the early
work must have been in Continental Morse or even American Morse. It
seems that wasn't the case. Was the Navy using this code for blinker
lights in the 19th century?
