Perhaps it's training.  My father enlisted just after Pearl Harbor.
The Radio guys in his outfit trained with old 1920s stuff dug out
of warehouses for two or three weeks until current-issue 
equipment arrived.
Most of it wasn't working so they just practiced set-up and 
message procedures with runners bringing the "radio messages," LOL.
