I'm sure you're quite right about this. Some verification would be the
1950s overhauled 19 sets, where the multilingual control markings
were not restored.  Also interesting sidelight on the rural USSR
use of the radios, altho still seems to me the 19 set in Russia
must be very much rarer than other radios such as BC-312, 
AR-88, and so on.
