[Milsurplus] New MF Amateur Band Approved at WRC - 472 to 479 kHz

I believe that the reason for defining power output with reference to an
isotropic radiator is to limit power output. If you have a beam antenna
with 10dB gain, you have to reduce the transmitter output power by
10dB from the 1W that would be allowed if you were using an isotropic
radiator.
