[Milsurplus] New MF Amateur Band Approved at WRC - 472 to 479 kHz

It appears the FCC would have the option to increase the power of 
stateside stations to the 5W EIRP limit, but unless they explicitly do 
so, the 1W limit would apply.  Amateurs  would not have the authority to 
do so autonomously.
