[Milsurplus] Pi- Matching Network: When?

I find it in my 1935 Radio (magazine) Handbook described as the  
"Collins PI Network."  Not used quite like commonly seen today,  
though.  Appears as an antenna matching circuit fed off a variable tap  
on a conventional PA tank coil.
