[Milsurplus] Xtal for Command TX

I have a crystal marked as 
signal corps US army,crystal unit DC-8-L freq. 4600 kc,,resonator only
but I tested it,, it oscillate dead on freq with my one transistor
oscillator.
this one is 8 pin octal type ,,looks like old metal tubes.  
but why it says"resonator only"?

these two strange units are no use for me

another crystal I have is marked as CR-15B/U,133.333kc
three pins comes out of it. tested and dead on freq.
