Since the early 90's, and depending in your description of "enemy", in the 
US devices have been mounted on light posts to detect mixing products in 
your car radio and relay this information to marketers so that commercials 
may be played more often on frequencies most often listened to.  I have 
photos of the equipment in storage and many years ago had a print out of the 
companies website.
