The tube numbers you used at the top of the list are standards  
established by the RMA radio manufacturer's association which later 
became the RETMA radio electronics and television manufacturing 
association. Industrial and special purpose tune follow a totally 
different system. There can be surprises, sometimes one manufacturer's 
number is equivalent for others and often it is not. I think the 2C51 is 
a Western Electric design, and their tube numbers did not follow anyone 
else's
