Har de har har.  Some years ago I had a 400 cycle inverter supply
(PP-7482/G) used to service avionics, purchased without documentation,
not working of course.  I went the FOIA route, was rejected, appealed,
and was rejected again.  This for a box of obsolete technology which
could be purchased off the shelf.  The experience left me with a genial
contempt for the air force.
