But cell phones don't qualify, not even militarized ones!  What would an Australian
coastwatcher do with that, even if the technology had existed then?

Portable HF/VHF all-mode sets, which require no external infrastructure (towers,
satellites, networks, etc.) to work, are the ideal sets for use under very extreme
conditions, for military or even civilian users.
