No, I don't think so.
Suppose someone does nort want to do the project--> no impact
or
Suppose someone does want to do the project, and:
He has a ham hacked unit available--> no impact
He does not have a pre-hacked unit--> an irreplaceable unhacked unit gets
destroyed.
I don't see how creating a demand for the units helps preserve the
endangered pool of unhacked units.
