Yes, black but maybe anodized? One of mine had sat in the Arizona sun for some time and black anodizing turns purple over time in exposure to UV and that one was definatly purple.
My first one was stock, second had the fuse mod but retained thr RF ammeter and the third was the ARC-2A and had a modulator driver tube modified to be a dual triode. It worked CW but not AM.Never did try to fix that one. It had no RF ammeter. The first two had the RF ammeters but they were "sticky". Had to tap on them, and with a magnifiying glass I could see "grunge" growing on the movement (armature?). I can't remember if they were GE or Westinghouse meters, but I have looked, and still do look, for 2 mA full scale ARC-2 meters and have never run across a "loose" one. A real oddball meter.

Black, plain smooth paint on my ARC-2. My set also has the fuse
older mod.
