Roger,

Come to think of it, the TCS-13 and TCS-14 production (different 
contractors) overlapped TCS-12 from Collins.  So it would make sense that the ammeter 
change would occur during the production run of them as well.  However, the 
PIB's I have on the two models only show the later (connected to the antenna 
post) configuration.  I'll print this message and if I ever have occassion 
to scan either manual. I'll edit the transmitter schematics to show that 
early models did or might respectively have the connected-to-ground variant.  
Probably never will find the S/N change point for the -14.  I have a PIB on 
the -12, too, but when I looked just now it wasn't in the proper file box.  
So I don't know which way it shows it.

I remember the PSU discussion.  I'm sure shipping today would be even 
worse!
