[Milsurplus] Test Set TS-3991/VRC

Hi,

I picked up a cute little Test Set at NEARfest, TS3991/VRC  P/N 125417-1,
mainly to save it from becomming a "project box". It is essentially NOS.

Does anybody know it's purpose? It seems to be some type of antenna
checker. There does not seem to be much useful on the web.

Also, if anybody just has to have it, please drop me a note off-list.
