Ian,

If the meter needle is bent to the left, that could certainly account for 
the line voltage setting problem.  Unfortunately, I think that getting into 
the -B meter is difficult (if I'm not confusing it with another set).

The 47 ohm parasitic suppression resistors (3 of them) are in the TV-7(*).  
But I don't know of any MWO adding them to the I-177B.
