Note the two binding posts.  This is designed to remote a TCS 
receiver's
audio down a wireline pair.  I have a similar device which is designed 
to
remote an ARC-5 VHF receiver down a wireline.
Fixed, remote receiving sites with audio sent over phone lines
used to be very common.  Interesting piece.
