All my negatives returned to ground except the low (-) side of the HV supply that returns to ground via the shunt resistor. Have no idea what the military may have done on the very rear AC power supply but that's what worked for me. The BC-348 needs to have the B- isolated to develop bias but don't think the transmitter requires that. Myself I built up the entire AC supply on a large box with separate power supply for the filament and motor drive and B+ and HV supplies with two power switches. One turns on the 28 volt supply and the filament transformers for the rectifier tubes and the second allowed AC to the B+ and HV transformers, not a good idea to apply all voltages at once on a sixty year old radio.

Doesn't the power supply negative lead on that rig connect to a floating
ground? From the conversion article last read I seem to recall them
specifically saying not to connect negative to earth ground. Something
like the 348, in order to develop bias/
