[Milsurplus] Need help with ART-13

I built a ART-13 AC power supply before and remember that to get the plate current meter to work correctly you needed a external shunt resistor of a low value, don't recall if it was 0.2 or 2 ohms that I used in the negative side of the plate supply. Do not return the negative side of the HV supply thru the meter! The 400 and 26 volts supplies hook directly to the ground, sound like you don't have the external shunt. Don't know about altitude switches or all the stuff with the dynamotor but I ran the transmitter for some time with a external AC supply and never had any issues. Try finding the old CQ Surplus conversion they are great reference for using an ART-13 with AC supply and you can keep the radio all original.

I have acquired an ART-13 (ATC model) and am having trouble getting it on the air.
My power supply provides 26vdc, 400vdc and 1200vdc.  I powered up the transmitter and the battery meter functrion indicates normal.  In tune mode and using manual channel, I see appropraite amount of grid current when the test switch is operated.  When I place the meter switch in the plate position, the meter immediately pegs off scale to the left.  If I operate the test switch, no change in the reading.  My power meter indicates that approximately 30 watts of carrier is present at the transmitter output and the antenna current meter does show  a low value.  No increase in output power no matter where I position the tune and load controls. I am able to adjujst frequency OK. Hopefully, I am overlooking something.  
 
I would appreciate any suggestions for troubleshooting.
