[Milsurplus] Need help with ART-13

On the metering problem, we don't know how modified (or not) your
transmitter is, nor the details of  your power supply.

In a stock ART-13 (or ATC) the PA plate metering shunts are in
the dynamotor, and are also involved in the high/low power switching.
The plate meter circuit is not directly in the high  B+ lead to the 813.

(The high/low power switching is *not* the tune/operate circuit.  The
dynamotor has a barometric switch that lowers the B+ to 750V over
a certain altitude.)

Where you need to look is if these shunts are provided in your power supply
and whether or not the transmitter metering circuits have been 
modified.  You'll
probably need to do some circuit tracing.
