It's really worthless.  It's worth less than the National Defense Service Medal,
if you can imagine that.  At least the NDSM was awarded only to the military.

Anyone who worked anywhere for the US Federal Government after WWII is eligible
for that certificate...civilians and military are of equal standing.  Typical
US federal government half-assed Klintoon-era bullshit.
