[Milsurplus] Reeling Machine?

I have an antenna coupler control cable and RF coax cable on a reel with the
approximate dimensions of 22" diameter (11" radius) by 8-9".  The center
hold looks bigger than 1" and has notches to probably catch on a squared
center shaft.

 

Can anyone recommend a manual (not motorized) reeling machine/stand I can
use for this? Hopefully something that can be folded up while non in use.  

 

One machine I saw on ebay was RL-31-E. Does anyone know if this will handle
a reel of 11 inch radius? (distance from shaft to cross member should be >
11" ?)  Also, I don't need a split reel capability. Anyone have other
suggestions (other than fabricating something)? And lastly, anyone have
something for sale?
