At the time that the M3 Stuart came out, ground vehicular communications
were still all HF. The two available transmitters at the time were the
BC-223-A and the BC-191-(*). The BC-191 is taller than the BC-223 and probably
wouldn't fit. The BC-312 receiver should be on the other shelf.
I think I heard two or three years ago that someone was looking for SCR-245
components for an early Stuart. Note that the installation is incomplete.
Aside from the cable from the BC-223-A to the PE-55, the rest of the
cabling isn't in place and II don't think that the FT-172 is installed (sits on
top of the transmitter).
Also, the photo file name appears to be PE-135-AX, which is wrong. The
PE-135 vibrator supply doesn't look like the PE-55 dynamotor.
As to where the tank is, I don't know.
