[Milsurplus] Difference between LM-13 and LM-14?

I have an LM-14 "TYPE CKB 74028" and have downloaded the LM-13 manual from BAMA.
What is the difference between the LM-13 and -14: Are there any significant circuit/wiring 
differences? 
My unit is not functioning; only generates a weak 1 MHz signal in the Crystal on mode;
draws 5 to 6 mA at 120 V  (this matches the specified current drain). 
Haven't begun to trouble shoot yet.
