[Milsurplus] [GreenKeys] lack of civility

There were rude and selfish ops when there was 20WPM. (I am a
20WPM Extra.)

The key isn't CW - it is enforcement and mentoring.

We need more and more active OO's with better back-up from the
FCC.

We need more Hams to mentor new Hams to persuade them to behave
out of respect for their peers, and otherwise out of fear of big
fines and equipment confiscation.

If the word gets out that the jerks are being cited and fined
most of that nonsense will cease - if not they will run wild
and turn some of the bands into the mess that is CB.
