I'm not entirely sure I understand this term. It seems to me there are
degrees of completeness.
Using the ubiquitous SCR-274-N as an example, under the strictest terms, a
"complete" set would be of all the same model and preferably the same
contract plus would have all AAC/AAF connectors. A semi-complete one, on
the other hand, would not necessarily have all the components of the same
model, thus allowing a mix of bare metal and black wrinkle, and may well
have connectors from the ATA/ARA, AN/ARC-5 and/or postwar ARC equipment
included to fill in blanks where the proper ones aren't available.
But then, would super-complete include having a complete test setup? :-)
Shifting to the SCR-A*-183/-283, with the common mix of SCR-274-N
components, would a -183 or -283 system built up from units from different
models (so long as the 12 or 24v versions were properly maintained) be
considered complete? With that, how much latitude is there in duplicating a
"manufacturer supplied" junction box? No one has been able to answer that
one which rather surprises me.
