[Milsurplus] Military radio on the railroad

I have to agree that the patch panel placement is not ideal.
Possible the equipment under the patch cords, looks to be a SSB 
converter and R390A, are for backup, on a fixed, or not often moved 
in frequency.
If I would have designed it, I would have used shorter patch cables 
and moved the patch panel further up the rack.
