These were TBYs, used on the surface.
Notation "Inter" for these frequencies indicates this was
an "interphone," or short-range, within a formation application.
I have communications log books from ships in which
TBY used these frequencies for this function.  
Sort of a "Junior TBS."
TBYs, being VHF and very low power, were considered 
a semi-secure way for one command to talk directly to another, 
even during so-called "radio silence."
  From note 9:
"Commanders of Carrier Task Groups shall use ICSA (P) or (S) 
  for communicating directly with Commanders of Support Aircraft 
  and vice-versa"
The radio ops were required to calibrate  and test the TBYs 
every hour IIRC.

"P"rimary and "S"econdary frequencies.
i.e. Air-Sea Rescue Primary frequency was 4475 KCS.
     Air-Sea Rescue Secondary frequency  140.58  MCS
