I initially thought the same thing, Meir, but the RU (actually the GF) 
test meter has square rear flanges and has a black face.  I'm inclined 
to think it's a signal strength "tune to max" meter for the RDF-2 
Direction Finding equipment - note the white faced meter and the remote 
azimuth dial to its right.  These are normally mounted on the top of the 
coupler, but may be remoted.  You can see the L-1678 coupler unit above 
the LM-*.  Somewhere around there should be a dial that turns the loop 
antenna through a hydraulic rotator.  I uploaded a system drawing to

Interestingly enough, the RDF-2 is ancient - it's detailed in that 1936 
NRL aircraft radio training manual.
