Sure you can. I have three accounts, only one has paypal, because it's easy
for me to pay, however I do NOT accept payment due to paypals fees. You
mail me funds and mark it "Payment Sent" in "My Ebay" on your end, I get a
notice through ebay. I receive your payment through the mail, I mark it
"Payment Received" on my end and ship the item.
Turns out their policy is invalid because it discriminates against those
with bad credit or unable to obtain credit or choose to not have a bank
account or operate through other banks or transfer agencies in other
countries that couldn't give a flying rats *ss about ebay.
They don't tell you that part and claim it has to be this way so they can
offer buyers and sellers "protection".
It's only against ebays "policy" because unless you use paypal, they don't
get their cut and claim you have no protection, through them. YOUR policy
may be to NEVER pay through paypal and obtain your "protection" through the
fraud division of your credit card issuer, as you always have with every
other transaction you've ever used your card for.
Buy the way, the last time I had a problem (January of this year), ebay,
after several wastes of time with their online "dispute center", to which
there was never any response and a couple of telephone calls told me they
were unable to handle my dispute (I paid, seller did not deliver, refused to
reply to ebay or me, leaving ebay dead in the water), told me to contact
paypal, who told me they only transfer funds, the obligation which was met,
and don't handle disputes, I'd have to call my credit card company for a
refund or work it out with the seller either directly or, get this, through
ebay. I told them the problem with ebay, PayPal apologized and explained
they only handle monetary exchanges and since this was an ebay auction, I'd
have to go through ebay and ebay would have to instruct them to give me a
refund. I again explained the lack of response from ebay, they again
explained they met their obligation and since I authorized a transfer of
funds to the seller, which they did, paypal had no more interest in the
case.
I called Visa, had a refund in a few minutes. Visa sent a follow up letter
regarding my refund due to a fraudulent seller the following week. I never
received my item, ebay never responded to the dispute, the seller never
contacted me or ebay, paypal never gave me a refund, visa gave me my money
back, the seller never disputed the reversal of charges.
