The only GDO I've used is the PRM-10, but if I recall correctly, a GDO isn't much more than an oscillator with a meter to check the plate current, so that you can see a dip caused by external loading. I think the first thing to check would be to see if the GDO is oscillating at all, and whether it's doing so at or near the dialed-in frequency. Your BC-348 (or any other HF receiver) should be able to hear the GDO loud and clear if it's oscillating like it should.
