[Milsurplus] VR tube question

I don't have a drawing but I'd guess you have a bad filter cap downstream
of the regulator tube.

Many VRs have two pins shorted so that if the VR tube is pulled, the
downstream stuff does not over voltage.

If you pull the VR tube, the supply side will jump up.
